At the Foundation for Research on Equal Opportunity (FREOPP), we advance the lives and well-being of Americans by creating pathways to opportunity that honor individual liberty, promote free enterprise, harness technological innovation, and embrace pluralism. 

In pursuit of this mission, we developed a new series of policy papers, A Plan for Freedom & Progress. Each paper tackles one of today’s most pressing policy challenges to provide future legislators and regulators with actionable solutions, crafted with a focus on practical impact and designed to help Americans achieve the promise of the American dream. 

Our exploration begins with essential areas that shape American life and affect each of us in profound ways. 

For example, our paper on child care and preschool access addresses the urgent need for affordable, high-quality early education. By broadening parental options, we aim to ease the financial and logistical burdens many families face, enabling them to build brighter futures for their children. 

Similarly, our work on K-12 education reform offers strategies to make federal programs more effective and equitable, ensuring that all students, regardless of background, have the foundation they need for success. Together, these efforts seek to enhance educational opportunities at every stage, creating a more inclusive framework for personal and professional growth.

Beyond education, our series also tackles issues critical to creating safer, more transparent, and more resilient communities. In our paper on police department accountability, we address necessary reforms to build trust and ensure public safety. Through meaningful oversight and accountability measures, we envision a future where law enforcement serves and protects all communities with integrity. 

Additionally, our focus on housing affordability aims to create sustainable, accessible housing markets, ensuring that everyone—especially those from underserved communities—has a fair chance at homeownership and financial stability. These papers highlight policies that balance the need for reform with respect for local autonomy and community empowerment.

Finally, A Plan for Freedom & Progress addresses the structural challenges affecting Americans’ financial and energy security. Our discussions on monetary policy and energy reform provide a framework for maintaining stability in an increasingly complex global landscape. From targeting low inflation to ensure economic growth, to ensuring energy grid reliability to counter rising costs, we focus on practical approaches that promote national stability and individual prosperity. 

We believe that with these innovative, evidence-based policies, we can create a society where everyone has the freedom and opportunity to thrive, and we look forward to educating and informing policymakers and others who share our vision of empowering individuals by expanding choices, strengthening institutions, and ensuring that American prosperity benefits everyone.
